House session may begin from May 3 (pre-budget discussions)

The Parliament Secretariat on Monday proposed convening the House session from May 3. The government’s policies and programmes and budget are the main business of the budget session. Formulation of laws required to implement the new constitution is another business of the House, according to officials. Parliament suggested the date after informal consultations with the government and the President. The government may make slight changes but it is almost sure that the House will meet within the first week of May.

The main opposition Nepali Congress is pressing the government to convene Parliament as soon as possible. The tentative plan of the secretariat is to table some important bills in the first week of May. The policies and programmes will unveiled by President Bidhya Devi Bhandari in the second week. In the third week, pre-budget discussions will take place. The constitution requires the government to table the fiscal budget by Jestha 15 (end of May). “The Speaker thinks that it’s an appropriate date to start the Parliament session,” said Babin Sharma, press advisor to Speaker Onsari Gharti. However, the House regulation is yet to be finalised due to a dispute among the parties. Six months after the Constituent Assembly was turned into Parliament, ad hoc rules are guiding the House business. According to the Law Ministry, a total of 138 legislations are necessary to implement the new constitution.
